Quick Answer
Under Article 22 of Taiwan’s Act Governing Food Safety and Sanitation, containers or outer packaging of food and food ingredients must clearly show, in Chinese and common symbols: (1) product name, (2) contents (two or more listed from highest to lowest proportion), (3) net weight, volume or quantity, (4) food additives, (5) name, phone and address of the manufacturer or responsible domestic company, (6) country of origin, (7) expiry date, (8) nutrition labeling, (9) genetically modified ingredients, and (10) other announced items. Whether you import bubble tea ingredients for sale in Taiwan or package ingredients under your own brand, check that labels comply; allergens follow separate food allergen labeling rules.

The 10 Labeling Items Under Article 22
| # | Item | Notes |
|---|---|---|
| 1 | Product name | |
| 2 | Contents | For mixtures of two or more, list from highest to lowest proportion |
| 3 | Net weight, volume or quantity | |
| 4 | Food additives | Functional additive blends must be listed individually |
| 5 | Business details | Name, phone and address of the manufacturer or responsible domestic company |
| 6 | Country of origin | |
| 7 | Expiry date | |
| 8 | Nutrition labeling | |
| 9 | Genetically modified ingredients | |
| 10 | Other items announced by the central authority | Such as allergens |
Article 22 also provides that if only the responsible domestic company is shown, the name, phone and address of the manufacturer, contract manufacturer or importer must be reported to the local authority.
What Importers Should Watch
- Chinese labeling: imported food sold in Taiwan needs Chinese labels.
- Import inspection: under Article 30, designated food and ingredients need an inspection application at import; see What Is an Import Agent Service?
- Origin: label the true country of origin; see What Are Rules of Origin?
What Private Label Brands Should Watch
When ingredients are packaged under your brand, you are often the “responsible domestic company”, so confirm:
- Contents and additives match the actual recipe.
- Nutrition labeling and allergen statements are correct; see Taiwan Food Allergen Labeling Rules.
- Manufacturer details are labeled or reported as required.
For private label development, see Private Label Bubble Tea Ingredients.
Exporting to Other Countries
Labeling rules differ by country (language, nutrition panel format, allergen lists), so prepare labels to the destination’s rules before exporting; see Taiwan Food Export Process.
